Summary

This article represents an analysis of information technologies as an economic growth factor.
As a starting point the term of "Information technology" is defined. Then we review various theories for economic significance of information technologies, definition and quantification of the information economy and analysis of the new socioe-conomic environment resulting from diffusion of information technologies and information activities. This article also describes what is important in implementation of information technologies in order to enable economic growth.

PRECONDITIONS FOR IMPLEMENTATION OF REGIONAL POLICY

Summary

These aspects of regional policy are being analyses in the article: the concept and structure of regional policy, the process and main problems of regional policy in Lithuania.
It is stressed, that regional policy could be treated as a complex of instruments, aimed to promote economic development in the region as well as complex of instruments, that ensure the same living level for all citizens irrespectively of their location.
The author comes into the conclusion, that regional policy is still under construction- the legal acts are approved, the necessary institutions are being established. Therefore we are facing so much problems in the process: absence of scientifically approved methodology; lack of regional planning specialists; insufficient integration of country development into common regional development etc. 
The problems of integration into EU, other world economic structures as well as their impact are also being discussed.

Summary

The aspects of Lithuanian foreign trade of 1993-2000 are looked around in this article. Liberalisation of foreign trade, intercourse with lots of countries and rising of trade turnover was caused by integration of Lithuania to Word Trade Organisation and European Union.

QUALITY NETWORKING INITIATIVES: REGIONAL ASPECTS

Summary

Quality networking comprises transaction activities between members of regional and inter(national) networks that enable the exchange of knowledge and experience in the field of quality, in order to increase quality awareness and improve companies' performance. This paper presents the results of a study into quality networking in Europe. We distinguish between different types of networking initiatives as well as conditions for success. Different types of quality networks can be distinguished: schemes, organizations, clubs and committees.

INDUSTRIAL CLUSTERS AND REGIONAL COMPETITIVENESS

Summary

An industrial cluster is a geographic concentration of competitive firms or establishments in the same industry that either have close buy-sell relationships with other industries in the region, use common technologies, or share a specialised labour pool that provides firms with a competitive advantage over the same industry in other places. The industrial cluster has an affect upon regional competitiveness in three ways: increases the productivity of companies and industries, accommodates the companies and industries of the cluster to the innovation and stimulates the development of new businesses.An industrial cluster is a geographic concentration of competitive firms or establishments in the same industry that either have close buy-sell relationships with other industries in the region, use common technologies, or share a specialised labour pool that provides firms with a competitive advantage over the same industry in other places. THE COMPARISON OF SMALL AND MEDIA BUSINESS CRITERIA IN LITHUANIA AND EUROPEAN UNION

Summary

The laws of small and medium business of Lithuania and European Union are analysed and compared in this article. To form favourable conditions for improvement of small and medium business in Lithuania, there should be the law improved. This law instead of stimulating only ruins the initiative of the enterprises and their development.

PROBLEMS OF INTERNATIONAL ROAD FREIGHT SECTOR DUE TO THE INTEGRATION TO EU: IMPACT OF FISCAL APPROXIMATION

Summary

The changes in international road freight sector due to fiscal approximation in the process of integration to EU are analysed in this article.
The changes of fiscal nature are based on harmonisation of the structures of duties on mineral oils (Council Directive 92/82/EEC), as well as on likely-to-be-introduced vehicle excise duty and/or charges for use of certain road infrastructure (Council directive 93/89/EEC).

REGIONAL INNOVATION SYSTEM

Summary

The systematic approach of innovations has been extended to a multilevel setting, where regional, national and the supra-national levels play a role. Elements of a regional innovations system are firms of the main industrial cluster of the region, research and development organisations, laboratories and universities, the quality of the labour force and training organisations. Regions differ quite strongly in their ability to develop a regional innovation system. The following factors may be responsible for this: regional firms differ in their ability to innovate, in their propensity to interact, in their capacity to build up relevant institutions (research, education, technology transfer).

PECULIARITIES OF REGIONAL DEVELOPMENT AGENCIES' ACTIVITY ANALYSIS

Summary

Article analyses activity of regional development agencies (RDA), as a type of regional policy implementation institution. Review of different European researcher’s’ definitions of RDA, as well as criteria for the reckoning of regional development institutions in RDA and methods for RDA activity evaluation, are being presented. “Top-down” and “bottom-up” approaches to regional policy are being analysed, also paying attention to the differences of development organisation’s characteristics, according to these two approaches. Also differences in the formation of RDA’s in CEE countries, comparing with Western Europe, are being substantiated, as well as the need for more comprehensive analysis of RDA’s activity in CEE countries, and particularly in Lithuania.
